Just outside the limits of Baltimore City, on a piece of land jutting out into the Patapsco River, Maryland’s first steel plants were built. In 1887, the Maryland Steel Company purchased an area of agricultural marshland called Sparrows Point. Four years later in 1891, the steel mill opened and made the first steel ever produced in Maryland. While the mill manufactured steel for many different purposes, its main focus was on making steel for shipbuilding. One of the most important ships ever built at the Sparrows Point shipyard was the SS Ancon. The Ancon, built between 1901 and 1902, was one of “two of the first cargo steamers of a large size ever constructed in this country,” according to the January 1902 edition of Marine Engineering. It was also the first ship to officially pass through the Panama Canal in 1914, which was a massive turning point in world trade.

In 1916, Bethlehem Steel bought the steel plant. During Bethlehem Steel’s ownership, Sparrows Point would become a pivotal steel manufacturer. In the 1930s and ‘50s, the plant produced steel beams used in the Empire State Building, the Golden Gate Bridge, and the Chesapeake Bay Bridge. During World War II, Bethlehem Steel plants produced about one fifth of the entire Navy at the time. Sparrows Point, along with the nearby Bethlehem-Fairfield Shipyard, helped build “Liberty” cargo ships for the United States’s Emergency Shipbuilding program during the war. The Sparrows Point and Bethlehem-Fairfield Shipyards built two of the first 14 Liberty ships ever launched. At its height in the 1950s, the complex at Sparrows Point was the largest steel plant in the world and employed 33,000 workers.

The plant also had a lot of influence in the history of civil and workers’ rights in Baltimore. In 1890, 84 Hungarian and African American workers at the mill unsuccessfully went on strike due to poor work conditions. For years, workers at the plant called for unionization and better treatment. Eventually, Bethlehem Steel set up the Employee Representation Plan (ERP) at Sparrows Point. However, the ERP did not actually help the workers much, and acted more as a way to stop them from forming labor organizations. This struggle continued until 1941, when Bethlehem Steel allowed its workers to form their own union. Even with unionization, they continued to face workers’ issues until the steel plant closed down in 2012.

Alongside the problems with labor rights, African American workers also encountered racism at Sparrows Point. While the plants were not segregated, the workers and their families were placed in totally separate communities based on their race. African American housing was often of lower quality than the white housing. One exception to this was the thriving African American enclave of Turner Station. Among the most notable people who lived in Turner Station was , whose cancer cells were the source of the first immortal human cell line. Lacks moved to Turner Station in 1941 so that her husband, Day Lacks, could work at Sparrows Point. In 1941, Executive Order 8802 was passed, banning racial discrimination in defense industries, which included Sparrows Point. Later on, the Consent Decree in 1974 was signed. This helped to ensure equal pay and opportunity for the plant’s non-white workers. In 2001, after a long period of financial downfall, Bethlehem Steel declared bankruptcy. After this, Sparrows Point would be owned by four different steel companies before it was liquidated in 2012.

Today, the area is still a large industrial hub, hosting distribution centers for companies like Under Armour and Amazon. However, most of what remained of the huge steel plant has been demolished. Though its importance in American history is often overlooked, the people who worked and lived near the plant still carry on its monumental memory.

The Key Highway Yards along the southern side of the Inner Harbor played a pivotal role in Baltimore’s shipbuilding industry from the 1820s until 1982. Passersby today see almost no traces of this industrial history at the upscale Ritz Carlton and HarborView communities. One of the only remnants of shipbuilding along this stretch of Baltimore’s waterfront lies underneath the 30-story HarborView Towers, completed in 1992: the dry docks used for ship repair were converted to become a parking garage.

Boatbuilding brothers William Skinner Jr. and Jeremiah Skinner moved from Dorchester County to Baltimore in the 1820s to establish the Skinner yard at the base of Federal Hill. William later sold his share of the company to his brother and purchased his own shipyard on Cross Street specializing in sailing ships and steamboats. The Skinners contributed greatly to the city’s prominence in American shipbuilding, with William remembered as having built the first Baltimore clipper ship. The for this site describes the Skinner yard as “the largest and most important of the period.”

William’s descendants carried on the family business and consolidated other small shipyards, eventually creating a 35-acre complex at Key Highway. Business boomed during the Civil War and continued through the turn of the century. Although World War I brought another wave of activity to these shipbuilding operations, the company went into receivership and Bethlehem Steel Company acquired this yard in 1921. 

During the Bethlehem era, this was known as the “upper yard.” The “lower yard” referred to the shipyard adjacent to Fort McHenry, which is still in operation today. Workers at Bethlehem’s shipyards at Locust Point as well as Sparrows Point and Fairfield—together the largest ship repair operation in the United States—participated in the. Baltimore shipyards churned out a record-setting number of Liberty and Victory Ships between 1941-1945. The Key Highway yards repaired over 2,500 ships during WWII. 

Enjoying a stroll along the harbor today, one could almost miss the fact that this place was once a hub of heavy industry, lined with massive equipment and bustling with workers. Although the shipyards are no longer visible at this location, you can experience this chapter of history at the Baltimore Museum of Industry. The 1942 Clyde Model 17 DE 90 whirley crane outside the museum, restored and painted bright green in 2019, worked on Pier 3 between the 1940s-1980s. Can you imagine the sense of awe one would have experienced seeing a whole fleet of these massive cranes hard at work along the shipyard?

Originally, Bethlehem Steel sought to replicate Roland Park, an upscale neighborhood in northern Baltimore; but the demands of wartime prompted the company to rely on the United States Navy to undertake the construction. Expediency was key so the Navy opted to build duplexes which could be built much faster than the planned single-family homes.

Almost everything about Dundalk was influenced by its connection to the shipbuilding industry—the curved streets extending northward from the town center form the shape of a boat. Street names include Flagship and Midship. In just two years, the population of Dundalk reached 2,000; it would grow to 8,000 over the course of the next decade. In 1924, Bethlehem Steel created the Dundalk Company, a corporation to oversee the company’s real estate. Tucked away in the southeastern corner of Baltimore County, and separated from the rest of Sparrow’s Point by a creek, Turner Station is where many African American workers at Bethlehem Steel and nearby factories lived with their families from the 1800s up through the present.

New housing was constructed around World War I in Dundalk for white factory workers, but it excluded black workers. Partially as a result, African Americans focused on building their own community. According to local historian and cosmetologist , Turner Station takes its name from Joshua Turner who first purchased the property in the 1800s:

“It started with a man named Joshua Turner who had purchased this land back in the 1800s and he had purchased it for guano, which is pigeon droppings, and this was [what] fertilized land... There was a lot of farmland near so the fertilizer was to be used for the different orchard farms. I understand there were apple farms and different vegetable farms not too far from here. So Joshua Turner, as I understand, from the records that we had read, had set up a station for the employees that were employed at Sparrows Point and thus this is how the name came about, Turner Station after Joshua Turner.”

While Bethlehem Steel built housing for white workers in Dundalk after WWI, they made no investments in housing for black workers in Turner Station. Instead, residents built their own homes and businesses, growing a community outside the oversight of company officials.

Beginning around 1920, development started in the neighborhoods of Steelton Park and Carnegie. Turner Station soon became one of the largest African American communities in Baltimore County. The town reached a peak around WWII when wartime workers at Bethlehem Steel moved to the area. According to local historian Louis Diggs, credit for the self-sufficient community’s development belongs largely to Mr. Anthony Thomas (1857-1931) and Dr. Joseph Thomas (1885-1963), Anthony Thomas’ son.
